The civil aviation ministry is to invite views from bidders on the modernisation of Delhi and Mumbai airports before finalising technical and financial proposals.
Civil Aviation Secretary Ajay Prasad said a pre-bid conference with short-listed parties would be held within 10 days to enable the finalisation of the entire process by December-end.
"Our technical advisors are preparing detailed financial documents as part of an information memorandum to be given to the short-listed parties to enable them to file their technical and commercial bids," Prasad said on the sidelines of a conference here.
In the meantime, he said, the plan to decongest the nation's two main airports had already started, with the creation of parallel runways to operate simultaneous flights.
Prasad said the revamping of all airports including Mumbai, Hyderabad, Chennai, Kolkata and smaller ones such as Varanasi, Udaipur, Jaipur and Khajuraho was likely to be completed by 2007-end or the beginning of 2008.
