Good Samaritan Hospital in Suffern, N.Y. announced today that Dr. James M. Luciano, M.D., Mh.A., F.A.C.P., has been appointed Vice President for Medical Affairs. The announcement was made by Michael Schnieders, Executive Vice President and Administrator at the 370-bed acute care hospital.
In his role as Vice President for Medical Affairs, Dr. Luciano will oversee all aspects of clinical care at Good Samaritan, and will act as a liaison between the hospital and the hospital’s medical staff. He will also coordinate clinical, regulatory and medical issues between the hospital and its parent, Bon Secours Charity Health System.
Immediately prior to joining Good Samaritan Hospital, Dr. Luciano served as Vice President for Quality Management and Medical Affairs at The Brooklyn Hospital Center, a four hundred-bed community hospital, and a member of the New York Presbyterian Healthcare System. In that role, he had a broad spectrum of responsibilities including quality, utilization, and risk management; regulatory affairs; bioethics and pastoral care; credentialing and professional staff services; patient relations; and the supervision of eleven clinical departments.
From 1997 to 2002, Dr. Luciano was the Medical Director of the Montefiore Contract Management Organization (CMO), a management services organization responsible for 130,000 patients covered by full-risk managed care contracts. In that capacity, while serving as a clinically-active member of Montefiore Medical Center’s Division of Geriatrics, he was responsible for developing and implementing the CMO’s network-wide quality improvement and utilization management programs.

Dr. Luciano received his M.D. from the Health Sciences Center at Brooklyn in 1982, and completed his residency in internal medicine there in 1985. He is board certified in internal medicine and geriatrics and has a Masters in Health Administration from the University of Colorado at Denver. From 1986 through 1997, he was in private practice and affiliated with community hospitals in Westchester County and central New Jersey and has also served as Medical Director of the Hudson Independent Practice Association.
Dr. Luciano replaces Dr. Donald Thomas, M.D., who has been serving in the position on an interim basis for several months. “We thank Dr. Thomas for stepping into the VPMA position on an interim basis, and for his unflagging dedication to Good Samaritan Hospital over the past several months,” noted Schnieders.
